what is the correct name of the chemical structure, and why ?

Is it 2,2,3-trichlorobutane

or

1,3,3-trichlorobutane?

I would call that
1,2,3-tricholorobutane because there is a Cl on the 1st, 2nd and 3rd carbon.

And it would not be 2,3,4-trichlorobutane because you must number them so the numbers are as small as possible, does that make sense ?

Yes it would indeed be 1,3,3-trichlorobutane
You should number from the side with the greatest number of functional groups, but this question has no functional groups !! Therefore, just keep your numbers as low as possible !!
