If you can keep your head when all about you
Are losing theirs and blaming it on you,
If you can trust yourself when all men doubt you
But make allowance for their doubting too,
If you can wait and not be tired by waiting,
Or being lied about, don't deal in lies,
Or being hated, don't give way to hating,
And yet don't look too good, nor talk too wise:
Yours is the Earth and everything that's in it,
And--which is more--you'll be a Man, my son!

If you can keep your head when all about you
Are losing theirs and blaming it on you,
If you can trust yourself when all men doubt you
But make allowance for their doubting too,
If you can wait and not be tired by waiting,

i agree the report is rather compact and i would have liked to have seen the percentage they set each band at rather than the lowest mark for each grade. As for avoiding the easiness of the paper and the low percentages you are wrong as it says
"the pass mark was raised by just over 1% ( from 51/110 to 62/130) to reflect the extra 20 marks that mainly targeted the C grade candidate"
This is from the comments of grade boundries
Also above this it is stated that there was no significant change in the percentage/distribuation of awards this year

That depends on the relative difficulty of the exam and the performance of people sitting the exam.
Higher maths in 2004 was very very easy so 63% is not an unfair percentage for a B.
Did you sit higher maths in 2004 or are you sitting it this year?

There were lots of C level questions and no really difficult A/B questions.
It was a very nice paper to sit on the day I'm sure most would agree.

The thing is, it doesn't really matter how easy or hard an exam paper is as the pass marks are adjusted to reflect this.
to get an A for Higher Maths, you usually have to get 75-80% - much higher than most other subjects.

Seeing as the exam was supposedly easy in 2004 does everyone think it will be much harder this year.
They make each years exams a few years before so they would've made the 2005 exam before the 2004 was even sat, I think.
