Choose the forum software you wish to use. Some are free - phpBB while some are paid - Invision Power Board, vBulletin.

Find a webhost. Some are free but most are paid. It will need to support the technology the forum software requires (usually PHP/MySQL).

Upload the files for the forum software onto your webhost (Will require an FTP program - http://www.smartftp.com is good). Your webhost will supply the details for this.

The forum software you chose will have a folder called "docs" or "help", read it for information on how to install the forum and use the Admin Panel to create forums etc.

There are also forums you can register that are hosted and supported by companies (myphpBB) but you have limited control over what it looks like.

I have set up forums before. I used 'Snitz Forums' these are a forum of ASP forums and are free. You can download a zip file of the files for your forum and edit a few with your webhost details then upload them to your webserver and start customizing them. It's not the easiest thing to do but if you read the instructions and give it some time you can set up a decent forum and it will be worth while. As for webhosts it's hard to find decent free ones these days I used to use for my Snitz ASP forums:

http://www.domaindlx.com/webhosting/webhosting_free.html

I think they haven't changed since I used them. They have a good amount of space, are free, have unzip uploads for quick uploading of a lot of files and you can use ASP forums there. I think they have adverts now at the bottom of the page but these are small and text adverts so I'm sure you could cope with that. Here is an example page of a snitx forum on domaindlx, at very basic layout you can customize and add in many new features..

Oh and the snitz forum link may be handy too!

Before you start you need to think a couple of things through...

Do you have enough time to run it efficiently?
Why would people actually come to your site?
How much can you afford to pay for it?
Will I still want the site in a months time?

A forum by itself is nothing, you need a site to go with it, people wont go to it just for the forums.

If you feel you can do it, you'll need to buy some webspace (try www.k1z.com) with PHP and my/SQL support. Then go to www.phpbb.com and download that and upload it to your website.

there are lots of free forum sites out there but it depends on the use of your forum and whether you want an exclusive domain name these are pretty good http://www.forumotion.com/
