to be honest i wouldnt know.. but i dont see how nabs can go through after the exam results have already come out.. if the teacher contacted the "(*cough*CRAP*Cough*) SQA" after the results came out, how would it be "physically" possible to note that the nabs were fixed.!! and you also said that it showed that 2 nabs were done out of 3 on his Certificate. So it cant have been sorted.

If the NAB is submitted as being passed you can either order a new certificate, or wait till next years certification run.

Even band 9s show up on the certificate - in the bit that says you have no award.

If you can keep your head when all about you
Are losing theirs and blaming it on you,
If you can trust yourself when all men doubt you
But make allowance for their doubting too,
If you can wait and not be tired by waiting,
Or being lied about, don't deal in lies,
Or being hated, don't give way to hating,
And yet don't look too good, nor talk too wise:
Yours is the Earth and everything that's in it,
And--which is more--you'll be a Man, my son!

A band 8 is actually a no award as well.

Bands 1-6 are grades A-C, and 7 is a D and bands 8 and 9 are no awards.

if he/she failed there should be a "no award"
if there is an incomplete nab result, then there should be a note for that, and also a "no award" sign. (i think.)

If you haven't done a nab it should say course not completed, according to my history teacher, and someone I know got that on their certificate.
